Wow, I had a look at the code on that site.
It makes extensive use of Java Script, Flash and PHP.
When making a website some things to consider: Not all browsers support Java, Flash and/or PHP.
What is the target group? Many business block traffic of certain types from entering their internal network. I.E. Java, Flash and PHP, as both Java and PHP pose a potential security risk, and Flash often leads to videos and games and the work place.
Beyond that, I don't expect this is something you will find an easy template for.
Your best option if you absolutely must have a side scrolling website, would be with "CSS" (Cascading Style Sheets), which allow you to define position and resolution of the images, also, allowing you to define the width of your page.
CSS is much easier than the before mentioned languages to work with. You will want to read a few beginner's "How-To" guides on CSS even if you do come up with a suitable template.

Interesting comments, but it really isn’t that bad on all servers. Some free servers only put a small text ad on some pages. Some users have such long websites that the ads get lost at the bottom of the page. So who is really getting hurt, The person getting the website for free and running ads so far down that they do the hosting company no good, or Server owner? I think it’s a mutually beneficial situation.
