The host doesn't care how many moderators you have. As long as you have at least the one mySQL database available to you, you can have however the hell many mods you want and that's your own business, since you'll be the administrators.

I would suggest 000webhost free hosting. They have no ads, 1.5GB of space, 100GB of monthly bandwidth and most of the basic things are supported. They also have a website autoinstaller which you can use to install shopping websites, forums, blogs and more with 1 click. I would say a free host is the best to start with, then you can switch to a payed one with more options if you need them.
