“Of course there is an up side to going with a free web hosting service. The obvious is it’s free. There will never be fee for your domain name. Unfortunately that’s about the only up side I can see.
The main downside to selecting a free web hosting service is the advertisements and pop-ups that are non stop. Also you URL will have their company name in it, for example username.freeserversz.com.
Free web hosting services usually allow a lower bandwidth then paid hosts. Sometimes free web hosting sites have been known to change their terms & conditions, or even cancel their free hosts and force you to either pay them or lose your site. In essence, the free host controls everything you and your website does, and this isn’t good. If you ever want to monetize your site in the future, you’ll be severely limited with what you can do. How can you monetize your site if you don’t control it?
If you are planning on using your website as a person site for family and friends, then a free web hosting is sufficient. However if you are using your website for business purposes, then like mentioned before it is highly recommended you invest in a paid web hosting service.
There is only one downside to paid hosting, they cost you money. However there are many upsides included in this investment. With paid hosting you host your own domain, so if you change the web hosting service in the future you can easily transfer the domain to your new provider with out any loss of traffic.
Paid hosting services usually offer 24/7 customer support through email, live-chat, or toll-free phone support. With paid hosting you are generally offered enough disk space and bandwidth. The internet offers free PHP scripts that you can download and easily use, even if you aren’t a computer programmer.

I can help you with this. I own a hosting company – and we have what is called "reseller hosting" – we give you an entire control panel where you can add/remove accounts, set bandwidth limits, storage space, etc. For $19.95/month – you'd get 10 GB storage space, and 100 GB transfer. You can then take this, and split it up into "packages".
Your customers will also have access to their own control panel.
If interested, email me. (click my name to left, then "email")

Free pros: Free
Free cons: unreliable, no support, forced ads, no real domain name, you can't build your brand, limited design and functionality, and worst of all, after you've spent a couple of months building your site, you'll start getting links to it, and start to rank on Google and other search engines (which means your site will start to come up in search results, and bring you a lot of visitors who otherwise wouldn't heard of it). But since you're not really the owner of the domain name or the website you could loose it at any time, and all your hard work would be for nothing.
Paid cons: Price (not free)
Paid pros: reliable, support, a real domain name, a lot more resources, unlimited website design and functionality, brandability…
I recommend one of these: http://www.hosttell.com/

Most hosting companies don't offer monthly payment, because they want your money up front, and those that do usually charge huge setup fees.
Of those that do offer monthly payment Dreamhost is the best!
Check their plan at http://www.dreamhost.com/hosting.html
If you chose the monthly payment there's a $50 setup fee, but you can use the promo code DNA to waive the setup fee and just start paying $10.95/month. (a free domain name is included)

Yeah man there are plenty of free web hosting sites out there, but they will usually place banners or ads on the site and you will have limited space. Maybe not even enough for what you are doing, but maybe so.
Check out geocities.com and you can use your yahoo account for the website

To answer your question…"Is there a free web-hosting service with:
-no excessive pop-ups/ads
-option to start a blank page
-no catches (like, site is free for a year then you pay or they will take your site down if it's inactive
-extras
-decent amount of disc space
Definitely no templates, I want to make the site from scratch starting with a blank page. Please help, thank you."
