To have your own webserver it is very costly first. To do this you will probally need a T-1 Line or the top of the line DSL or Cable service. These ISP providers offer where you are able to get a static ip. There is an additional charge with Cable and DSL. But with the T-1 or T-3 line you will usually get a set amount included.

If you are serious getting into webdesign service, you should consider one stop service for your customer. Get the reseller hosting to host for your customer, & you get to earn monthly revenue for hosting plus domain . This way every year your money will grow snow ball from your hosting & domain service. If you only provide webservice alone it most likely a one time business.

Install (free) Apache or (if you have Windows 2000 or XP Professional) Microsoft IIS.
Just be warned that setting all this up isn't going to be instant, and making sure that you're not opening your computer to hackers is a continual worry.
Oh, and making your website usable by others is a twofold problem. First, forwarding the right port (80) on your router/firewall, and second, getting a reasonable website name (try DynDNS.org).

You don't really want to run a webserver from home (assuming you mean serve pages to the Internet, rather than locally, for testing purposes.)
To learn how to build websites, you're going to need to read. A lot.

First of all you need a static ip, you can get that from your internet service provider if you dont have it,
Second use a package which gives you unlimited data transfer/bandwith
Third The speed the transfer rates should be atleast more than 64Kbps if your site is just going to be a simple,
and if its gonna be a complex bigshot site then 128+ Kbps would be good for you or eeven more
Fourth i guess to be asking this question, you probably should be having enouhg money to pay for your internet bill, & electricity bill
As for the program you need, Any good and secure and well known webserver, depending on your need,
And hey at last a warning = be prepared for lots of trouble,

Two things you need to do.
1. Check with Sky's terms of service. Many ISPs do not allow the operation of servers on their lines. I don't know if Sky does or not but you don't want to get cut off for a violation of the terms.
2. Use a dynamic dns service. These services will "track" your changing IP and still allow a server or even a router to work. There are several of them available and most are free. http://www.dyndns.com/ or http://www.zoneedit.com/ all will track your home ip even if it changes.
Some of these can even work inside the router, many routers have this as an option in the firmware.

You can get a domain through Yahoo! Domains and then set up the A Record for the domain to that of your IP address. You will need a static IP Address to host a web site from your own computer. This also involves security issues.

Depending on the use of the webserver, you may want to look into many options. If you are just going to be hosting files for a website, I would recommend Apache Web Server. The most secure servers are set up as LAMP servers (Linux Apache Mysql Php). There are many free Linux ISOs floating around the net which can get you started. For a complete guide, go down to your local bookstore and get a book specifically about LAMP servers.
